National review of Belarus on the implementation of the 2030 Agenda for Sustainable Development

From 14 to 23 July 2025, the High-Level Political Forum on Sustainable Development (HLPF) was held in New York under the auspices of the United Nations Economic and Social Council (ECOSOC). The theme of this year’s Forum was “Accelerating sustainable, inclusive, and evidence-based solutions for the 2030 Agenda and its Sustainable Development Goals (SDGs) to leave no one behind.”

During the Forum, Mr. Siarhei Khomenko, Deputy Chairperson of the Council of the Republic of the National Assembly of the Republic of Belarus and National SDG Coordinator, presented Belarus’ Third Voluntary National Review (VNR) on the implementation of the 2030 Agenda for Sustainable Development. Key Messages of Belarus’ Third VNR

Belarus demonstrates steady socio-economic development and political stability, ranking 65th in the Human Development Index (HDI) and classified among countries with very high human development. The country has advanced in emerging sectors, including space technology and nuclear energy, with the first unit of the Belarusian Nuclear Power Plant commencing commercial operation in 2021. Belarus has achieved full energy self-sufficiency in recent years.

Belarus has attained 80.5% progress in SDG implementation and ranks 30th out of 167 countries in the global SDG Index. Despite unprecedented unilateral coercive measures imposed by Western states, which hinder SDG acceleration, Belarus remains fully committed to its international obligations.

The SDGs have been integrated into the National Sustainable Development Strategy until 2040, aligning with state socio-economic programs. Belarus has established a National SDG Reporting Platform, providing access to 232 out of 246 national indicators (174 matching global standards), with a 94% data availability rate. A Regional SDG Data Platform has also been developed.

Key SDG Achievements

SDG 3 (Health & Well-being)

Belarus prioritizes preventive healthcare, universal access to medical services, and epidemiological safety. The country leads global rankings in maternal and child health, cardiology, trauma care, neurosurgery, ophthalmology, oncology, transplantology, and vaccination coverage. Belarus has one of the lowest maternal mortality rates worldwide, with free high-tech medical care available to all citizens.

SDG 5 (Gender Equality)

Belarus promotes women’s participation in all spheres, with 40.2% female representation in Parliament (2024). Women constitute 50.5% of the workforce, with 49.6% in leadership roles. Belarus ranks 29th out of 166 countries in the Gender Inequality Index.

SDG 8 (Decent Work & Economic Growth)

Belarus ensures stable GDP growth (104.0% in 2024, projected 104.1% in 2025). Real disposable incomes increased by 9.7% in 2024 (against a 3.5% forecast), with a 15% cumulative rise over four years. Unemployment fell to a historic low of 3.0%, among the lowest globally.

SDG 14 (Life Below Water)

Though landlocked, Belarus safeguards over 20,000 rivers flowing into the Black and Baltic Seas, contributing to regional water ecosystem preservation.

SDG 17 (Partnerships for the Goals)

Belarus fosters civic unity and inclusive governance through platforms like the All-Belarusian People’s Assembly, ensuring public participation in decision-making. The SDG Youth Ambassadors initiative and multilateral engagement (BRICS, SCO, CSTO, CIS, EAEU) strengthen partnerships.

Belarus remains dedicated to sustainable development, regional cooperation, and global solidarity, ensuring no one is left behind.
